Yes, you can access phpMyAdmin directly without accessing control panel easily, by using your Cpanel Logins. The format is:

https://xx.xxx.xxx.xx:2083/3rdparty/phpMyAdmin/index.php 

Where: xx.xxx.xxx.xx is the server IP address.
