Can not receive mail (no socket error) ?

This error usually indicates that mail server is down or your ISP is blocking port 25 or port 110P. Please contact your ISP first, if not resolved please open helpdesk ticket so that we can check and update you.

Dear Sir,
I sent e-mail to .......@yomastrategic.com,......@spa.mm.com and ......@ted-starcity.com from .......@ted-starcity.com. But ......@yomastrategic.com account was not to be received , Other mail account was to be received sending mail. This error is sometime occurce, not always. why this error? Please answer me to this solution.
